Can we reduce crime rates...

...just by picking up litter?

It's based around the Broken Window Theory"...never heard of it?

Basically it's fixing up an area's physical appearance (picking up trash, fixing street lights, boarding up abandoned buildings, etc) and in turn, reduce the amount of crime.

Skeptical? It worked in small town Lowell, Massachusetts!

Back in 2005 they cleaned up half the town's high-crime areas and left the other high-crime areas alone.

What they found is that in the parts of town which were cleaned up, calls to police dropped by 20%!!

The fact that it's based out of a small town and not a giant city says a bit, but still...could it be possible that it could work in Winnipeg?

Or maybe people will jump on the conscience train and stop doing bad things?
